to the virginia coast. news 4 midday begins right now. >>> good morning and welcome to news 4 midday. it's wednesday, the 1st of september, 2010. hurricane earl is barreling toward the east coast. bob mcdonnell has declared an emergency today. right now the storm has set its aim on north carolina. some tourists along the outer banks have been evacuated. more evacuation orders are possible as earl approaches. earl has been downgraded it a category 3 storm, but it's still a potentially powerful hurricane. we begin our coverage with tom kierein who has been tracking the storm for days. >> it did weaken a little bit overnight and that's good news and also the track changed overnight. the forecast track from the tropical depreks center coming up here, right now as we take a look at this view over the last 12 hours, this is a live view from the beach. there are clouds developing ands surf is not too bad. beautiful first day of september there for now, but this same scene by thursday afternoon and evening and into friday is going to be all different because there is earl. you can see sort of a

now, in virginia beach, virginia they're watching and waiting for earl. but first, checking in live from the fox news extreme weather center. what can you tell us about where this storm is now? >> this advisory just came in minutes ago. still 150 miles now south-southeast here of cape hat tras. weakened a little bit now to 105 miles per hour, sustained down from 140 miles per hour where we were today. and it continues to make a little bit more of an easterly jog here that. is certainly good news for folks across the outer banks. however, some of the rain is moving on shore now. there are winds around 50-60 miles per hour. and as this band right here, is the last image right there. that is where struggle was winds are. we're likely up to 80 or 90 mimp going to get closer so i think around 2:00, 3:00 in the morning we're going to potentially see the worst of this. hurricane warnings in effect across outer banks. and then, we still have a hurricane warning in affect across areas of massachusetts. why in just a moment. we're going deal with three to five inches of rain not as bad across

the largest storm on the planet. about the sides of north carolina, south carolina and virginia combined. hard to miss it on radar. you see it on enhanced radar imagery, it's just off the coast of the carolinas. i can tell you the first impact on the united states is heavy surf. in terms of power ali was talking about moments ago, 145-mile-an-hour max sustained winds. gusts at 175. and this powerhouse is expected to roar its way to the north. where exactly is it going to go? according to the path of the hurricane center, the storm is expected to make a northerly jog over the next two days. by 2:00 in the morning on friday, should be just east of the outer banks. this thing say huge storm. so many people in the carolina coast dealing with heavy winds, of course, strong surf, tremendous waves. there will be millions without power before all said and done. as the storm is expected to move through, a category 3 storm. early saturday morning, a category 2 storm, perhaps, just off the coast cape cod with winds of 100 miles per hour. keep in mind these storms are very fickle and may jog out closer to

. and hurricane watches from virginia to delaware. correspondent jonathan serrie is live in hill devil hills, north carolina, with an update. >> reporter: you can see the red flags that the lifeguards have been installing on the beach. it's been a beautiful sunny day here, they are worried about the heavier than usual surf in the atlantic and potentially riptides. earlier today, the lifeguards had to go out and rescue a surfer who could not bat the rip tides. they got him to shore safely. as you look at some of the cottages along the beaches, not seeing any of the boarding up that you normally would, if they were anticipating a direct hit from the hurricane. as you look at the path of the hurricane, the forecasters believe the eye of the storm will stay out to sea. nevertheless, the category four hurricane is a particularly strong storm. and so they are anticipating at least tropical storm force winds where i'm standing right now. potentially hurricane force winds. so many residents and visitors not wanting to take any chances. those who are not leaving the islands are stocking up on food, w

congressional district in virginia is in the far southeast corner of the state. it takes in virginia beach, which is the largest city in virginia, parts of nor folk, virginia and hampton and also the northeastern shore. it is primarily tourism areas. the second area has some manufacturing. the dominant industries are the united states navy and tourism. the ocean front, there is a vibrant community with tourism and hotels. it is not as large and myrtle beach but it has that sort of income. this particular congressional race is of high interest to republicans and to the democrats. when he was first elected, certainly the first campaign the republicans tried to keep drake in office and obviously they were not successful. since his election, he has been subject to a steady stream of blogs and emails aimed not at him, blasting almost everything he does because he is a freshman, a ledge slavet expert will tell you that the best time to unseat an incumbent is during the first term because they haven't quite established themselves yet. so they see him as vulnerable. this is one of those districts
